It's a bit of a stretch, but...
I like to think she represents the Industrial Revolution. Her hat looks like the ones worn by children who worked in factories. Her sleeves resemble roads, and cars were becoming common in that time. She has a large zipper that's most likely made of metal, which was frequently used. Her coat is too big for her, symbolizing how she's doing an adult's job at a young age.
If the FanPro world was set in a futuristic world where robots are common, then she might be a factory worker who creates robots.

I agree with Karkat (and now I wish I took a homestuck name but at least I'm AA) I'd like to think that he (or she) takes parts sometimes to try and make his own machines. His jacket is clearly big enough to fit some spare parts, but of course he can't do this very often or the overseers will catch on. Also, since it would be industrial revolution-like, that would make 11 either some sort of orphan or from a poor family. Because of this, any education he has is from his parents and fellow workers. Unless he had a tape recorder recording children's lessons

i like to keep this figure androgynous in my head, because the various different gender headcanons all make me happy.
I don't know what it is that 0011 does, but I do imagine them to not have much emotion in their voice- not purposefully, that's just sort of the way it comes out. They don't talk much about themselves, but instead usually ask questions and assist others with what they say, many times in redirecting and correcting them when they're wrong in some way.
Also headcanon states that that isn't a zipper on their hoodie because 1) a zipper that closes at an unopened bottom and connects at an opened top would be incredibly impractical for the one wearing it, 2) only three connections for a zipper that long and wide would make no sense, and 3) the brown circle you can see 'under' the 'zipper pulley' would be very strange otherwise.
