I think she is half-bug, half-cactus.
The two things on her head are either two party hats, or a huge bow.

The one thing that I actually find the most interesting about her is actually the fact that the far upper right side of her face isn't green like the rest of it. It makes me imagine that there's actually a fair portion of her (mostly in the back) that's white.
And agreed with the two of you above- she either looks like a party gal, or Everyone's Best Friend.

Ooooh ! I like this idea of the blank in her face! With the black lines it almost look like wire, like her face wasn't finished her a part is constructed with wire.
